It takes prayer to receive and stir up the power of the Holy Spirit. The reason why many believers speak in tongues but lack power is because we have replaced the place of prayer with frivolities. Whoever wants God to move in their lives must be given to prayer.
Our Lord Jesus Christ after the Holy Spirit came upon Him in form of a dove (Luke 3:21-22) was led into the wilderness to stir up the power via prayer and fasting (Luke 4:1-2, 14). The disciples too were empowered in the upper room when they were gathered for prayers (Acts 2:1-4).
If Jesus and the Apostles couldn’t escape prayer before receiving or stir the power, then we can’t escape it either. Additionally, power can also be renewed through prayer. For instance, the disciples were already baptized in Acts 2:1-4, but after they were threatened by the Chief Priest not to preach Christ again, the went back to the place of prayer to renew the power and they returned with more boldness to preach (Acts 4:23-31).

And being let go, they went to their own companions and reported all that the chief priests and elders had said to them. And when they had prayed, the place where they were assembled together was shaken; and they were all filled with the Holy Spirit, and they spoke the word of God with boldness.
If you really want that power that raised Jesus from the dead to be activated in your life, then you must be ready to pray and keep praying.
